KIRAHub (KIRA-InnoHub ry) pyytää tarjouksia tekoälyn kehittämispalveluista RAISE-hankkeeseen. Hankinta toteutetaan avoimella menettelyllä, ja se on jaettu kahteen osaan. Kumpaankin osaan valitaan enintään kaksi palveluntuottajaa, joiden kanssa tehdään puitesopimukset.

Hankinnan tausta ja tavoite
Regional AI Initiative for Scaling Enterprises eli RAISE on Euroopan unionin Central Baltic -ohjelmasta rahoitettu hanke, joka tukee Suomen, Viron, Latvian ja Ruotsin kasvuvaiheessa olevia pk-yrityksiä tekoälypohjaisten tuotteiden ja palvelujen kehittämisessä ja lanseerauksessa.
Hankinnan kohteena ovat RAISE-hankkeeseen osallistuville pk-yrityksille tuotettavat tekoälyn kehittämispalvelut. Palvelujen sisältö määräytyy yritysten tarpeiden ja tavoitteiden perusteella. Tavoitteena on toteuttaa pilottiratkaisuja sekä tukea yritysten kasvua ja skaalaamista.
Hankinnan osat
Osa I – Koneoppimismalleihin perustuvat sovellukset ja palvelut
Palveluihin kuuluvat esimerkiksi tekoälypohjainen tiedon valmistelu, käsittely ja mallinnus, prosessien optimointi sekä koneoppimismallien kouluttaminen. Sovelluskohteita ovat muun muassa konenäkö, aikasarjaennusteet, poikkeamien havaitseminen, asiakassegmentointi ja suosittelujärjestelmät.
Osa II – Generatiivisen tekoälyn sovellukset ja kehittämispalvelut
Palveluihin kuuluvat generatiiviseen tekoälyyn perustuvat pilottiratkaisut, tekoälyagentit, työnkulkujen automatisointi, integraatiot ja sovelluskehitys sekä alustojen ja integraatioiden asentaminen, testaaminen ja ylläpito.
Tarjoaja voi jättää tarjouksen yhteen tai molempiin osiin. Osat arvioidaan erikseen. Palvelujen tarkemmat sisällöt ja vaatimukset esitetään liitteessä 4, Tekninen kuvaus.
Hankinnan arvo ja sopimuskausi
Hankinta-asiakirjassa ilmoitettu hankinnan arvioitu kokonaiskustannus on enintään 112 000 euroa sisältäen arvonlisäveron.
Hankintayksikkö ei sitoudu tilaamaan palveluja koko arvioidulla summalla. Toteutuva tilausten määrä riippuu palveluja saavien yritysten määrästä ja niiden tarvitsemien palvelujen laajuudesta.

Tarjoajan ja asiantuntijoiden vaatimukset
Tarjoajan tulee täyttää hankinta-asiakirjassa asetetut soveltuvuusvaatimukset. Hankinnan alkamiseen mennessä päättyneiden kahden viimeisen tilikauden liikevaihtovaatimus on vähintään 100 000 euroa kumpanakin tilikautena. Toimitettavat liikevaihtotiedot ja selvitykset määritellään tarkemmin hankinta-asiakirjassa.
Palveluntuottajan tiimissä tulee olla koko sopimuskauden ajan vähintään yksi asiantuntija, joka täyttää seuraavat vähimmäisvaatimukset:
- Kokemusta vähintään kahden pk-yrityksen neuvonnasta hankinnan aihepiiriin liittyvillä aloilla.
- Kokemusta vähintään yhdestä IT-kehitysprojektista, kuten ohjelmiston käyttöönotosta, digitalisoinnista, tekoälyn kehittämisestä tai data-analyysistä.
- Hankinta-asiakirjassa edellytetty tietotekninen osaaminen, mukaan lukien koneoppiminen, tietojenkäsittely ja tiedonhallinta, generatiivinen tekoäly, automaatio ja järjestelmien yhteentoimivuus.
- Englannin kielen taito vähintään tasolla B2.
Tarjoajaan ei saa kohdistua hankinta-asiakirjoissa tarkoitettuja poissulkemisperusteita.
Tarjouksen sisältö ja hinnoittelu
Tarjouksen tulee sisältää:
- Täytetty tarjouskustannuslomake, liite 1.
- Asiantuntijan allekirjoittama CV sekä tarjoajan allekirjoittama tiimin kuvaus liitteen 2 mukaisesti.
- Vapaamuotoinen kuvaus työmenetelmistä koneellisesti luettavana Word- tai PDF-tiedostona.
- Soveltuvuuden osoittamiseksi vaadittavat tiedot ja selvitykset.
- Tarvittaessa tarjouksen allekirjoittajan valtuutus sekä yhteistarjoajien valtakirja liitteen 3 mukaisesti.
- Mahdollisten liikesalaisuuksien yksilöinti ja perustelut.
Hinta ilmoitetaan euroina tuntihintana, jossa yksi tunti vastaa 60 minuuttia. Hinnat ilmoitetaan kahden desimaalin tarkkuudella ja arvonlisävero erikseen. Hintojen tulee sisältää kaikki palvelun tuottamisesta aiheutuvat palkkiot ja muut kustannukset arvonlisäveron kanssa (arvonlisävero eriteltynä). Nollahintaisia tai negatiivisia hintoja sisältäviä tarjouksia ei hyväksytä.
Tarjous laaditaan suomeksi tai englanniksi. Muunkielisiin asiakirjoihin liitetään englanninkielinen käännös. Ehdollisia tarjouksia tai vaihtoehtoisia ratkaisuja ei hyväksytä.
Tarjouksen tulee olla voimassa vähintään neljä kuukautta tarjousten jättämisen määräajasta.
Tarjousten vertailu ja palveluntuottajien valinta
Molemmissa osissa valintaperusteena on paras hinta-laatusuhde. Tarjoukset pisteytetään seuraavasti:

Hinnan pisteet lasketaan kaavalla:
30 × (alin tarjoushinta / arvioitava tarjoushinta)
Pisteet pyöristetään kahden desimaalin tarkkuuteen.
Tarjouksen hyväksyminen edellyttää vähintään 15 pistettä tiimin osaamisesta, roolijaosta ja referensseistä sekä vähintään 15 pistettä palvelun tarjoamisen menetelmästä. Tarkemmat laadulliset arviointiperusteet esitetään hankinta-asiakirjassa.
Kumpaankin osaan valitaan enintään kaksi eniten pisteitä saanutta hyväksyttävää tarjousta. Tasapistetilanteet ratkaistaan hankinta-asiakirjassa kuvatulla arvonnalla.

Valittujen palveluntuottajien kanssa tehdään liitteen 6 mukaiset puitesopimukset. Palvelut tilataan puitejärjestelyn ehtojen mukaisesti.

KIRAHub (KIRA-InnoHub ry) invites tenders for AI development services for the RAISE project. The procurement will be conducted through an open procedure and is divided into two lots. Up to two service providers will be selected for each lot, and framework agreements will be concluded with them.

Background and objective of the procurement
Regional AI Initiative for Scaling Enterprises, or RAISE, is a project funded by the European Union’s Central Baltic Programme. It supports growth-stage SMEs in Finland, Estonia, Latvia and Sweden in developing and launching AI-based products and services.
The procurement covers AI development services for SMEs participating in the RAISE project. The scope of the services will be determined by the needs and objectives of the companies. The aim is to implement pilot solutions and support business growth and scaling.
Procurement lots
Lot I – Applications and services based on machine learning models
Services include, for example, AI-based data preparation, processing and modelling, process optimisation and the training of machine learning models. Applications include computer vision, time series forecasting, anomaly detection, customer segmentation and recommendation systems.
Lot II – Generative AI applications and development services
Services include pilot solutions based on generative AI, AI agents, workflow automation, integrations and application development, as well as the installation, testing and maintenance of platforms and integrations.
Tenderers may submit a tender for one or both lots. The lots will be evaluated separately. Detailed service descriptions and requirements are set out in Annex 4, Technical Description.
Procurement value and contract period
The estimated total cost of the procurement stated in the procurement document is a maximum of EUR 112,000, including VAT.
The contracting authority is not committed to ordering services for the full estimated amount. The actual volume of orders will depend on the number of companies receiving services and the scope of the services they require.

Requirements for tenderers and experts
Tenderers must meet the selection requirements set out in the procurement document. The turnover requirement is at least EUR 100,000 in each of the two most recent financial years completed before the start of the procurement. The turnover information and supporting documentation to be submitted are specified in greater detail in the procurement document.
Throughout the contract period, the service provider’s team must include at least one expert who meets the following minimum requirements:
- Experience in advising at least two SMEs in fields relevant to the subject matter of the procurement.
- Experience in at least one IT development project, such as software implementation, digitalisation, AI development or data analysis.
- The IT expertise required in the procurement document, including machine learning, data processing and management, generative AI, automation and system interoperability.
- English language proficiency at a minimum of level B2.
Tenderers must not be subject to any of the grounds for exclusion specified in the procurement documents.
Tender contents and pricing
The tender must include:
- The completed Tender Pricing Form, Annex 1.
- The expert’s signed CV and a team description signed by the tenderer, in accordance with Annex 2.
- A free-form description of the working methods in a machine-readable Word or PDF file.
- The information and supporting documentation required to demonstrate compliance with the selection requirements.
- Where applicable, authorisation for the tender signatory and a power of attorney for joint tenderers in accordance with Annex 3.
- Identification of any trade secrets and the reasons for treating them as such.
The price must be quoted in euros as an hourly rate, with one hour corresponding to 60 minutes. Prices must be stated to two decimal places, with VAT itemised separately. Prices must include all fees and other costs incurred in providing the service, including VAT (with VAT itemised). Tenders containing zero or negative prices will not be accepted.
The tender must be prepared in Finnish or English. Documents in other languages must be accompanied by an English translation. Conditional tenders and alternative solutions will not be accepted.
The tender must remain valid for at least four months from the deadline for submitting tenders.

For both lots, the award criterion is the best price-quality ratio. Tenders will be scored as follows:

Price points will be calculated using the following formula:
30 × (lowest tender price / tender price being evaluated)
Points will be rounded to two decimal places.
To be accepted, a tender must receive at least 15 points for team expertise, allocation of roles and references, and at least 15 points for the service delivery methodology. The detailed quality evaluation criteria are set out in the procurement document.
For each lot, up to two admissible tenders with the highest scores will be selected. Ties will be resolved by drawing lots as described in the procurement document.

Tenderers are responsible for submitting their tenders on time and for all costs of preparing and submitting them. Tenders will not be opened until after the submission deadline.
Contracts
Framework agreements in accordance with Annex 6 will be concluded with the selected service providers. Services will be ordered in accordance with the terms of the framework arrangement.
The selected tenderer must sign and return the framework agreement within five working days of the contracting authority sending it for signature.
